Financial Analyst Thinh (T) Lucero
1. Describe your job.
I’m a Financial Analyst in the Finance Department, and my main areas of focus for the District are budget, rate studies, and financial reporting. I participate in the implementation of new financial programs for DSRSD, and I also conduct research and analysis on a variety of topics, including accounting, financial planning, cash flow, investments, debts, and process improvement. I’m also occasionally a “supporting actor” that brings to life DSRSD’s mascot, Oscar the Otter.

2. What do you like best about your job?
The people - any job will present you with problems to solve and issues to address, but the people that surround you matter! My coworkers are always willing to roll up their sleeves and solve problems, and DSRSD’s management regularly provides guidance and feedback that helps me grow. What can be better than being among talented, qualified, and generous coworkers – who are hilarious, too? It makes work so pleasant.
3. How did you get into the industry?
I was a supervising accountant for a local government when I learned about a Financial Analyst opening at DSRSD from a friend. As I did more research, I fell in love with water utilities and special district operation. I’m so proud that my work for local government and for DSRSD helps improve the lives of future generations. As Loren Eiseley said, “If there is magic on this planet, it is contained in water.”
4. What is the biggest challenge of your job?
We are a very lean organization, so everyone wears multiple hats. Sometimes it feels like we need an extra workday! I’m also still fairly new to the water and wastewater industry, and the complexity of utility operations and regulatory compliance is a big adventure for me. However, I know that challenge equals opportunity, and I’m up for the challenge.
5. What is something unique about yourself?
I’m an entertainer - I wanted to be a comedian growing up. Somehow, I graduated with a bachelor’s degree in accounting and auditing, a master’s degree in finance and obtained the Certified Public Finance Officer certification (which is mostly worksheet-oriented and can seem boring). I try to sprinkle a little comedy into all my financial presentations and public speaking opportunities – which I think is pretty unique. Thanks to the opportunity to perform as Oscar the Otter, I also am fulfilling my dream of being a great entertainer.
6. What are your favorite hobbies?
Onewheel, football, and watching Korean dramas.
