Human Resources Analyst II Michelle McQuiston

Describe your job. 

As a Human Resources (HR) Analyst II, I support a wide range of HR functions, including benefits administration, recruitment and selection, employee and labor relations, classification and compensation, and Human Resources Information System (HRIS) administration. My role often involves conducting research and analysis on information related to human resources programs, such as new laws or regulations, and providing recommendations to District management about services, programs, and/or policies. I also assist employees with questions related to HR items, such as benefits, policies and procedures, and promotional opportunities, and provide them with overall support.

Every day in HR brings something new, which is one of the things I enjoy the most about my role. I get the opportunity to be involved in many different aspects of the District and contribute to a variety of initiatives that support both employees and our organization as a whole.  

One of the most rewarding parts of my job is having the opportunity to support employees throughout their entire journey with the District. From guiding them through the initial recruitment process, job offer, and onboarding, to helping them navigate promotional opportunities and advancement within the organization. It’s fulfilling to be part of their professional development and to see the impact they make in advancing the District’s mission and enhancing our services and operations.

How did you get into the water/wastewater industry? 

In one of my final classes at California State University San Marcos, where I was earning my bachelor’s degree in business administration, I took a career personality assessment that suggested a future in Human Resources. At that point, I had little understanding of what a career in HR actually entailed. However, after researching the field and speaking with current HR professionals, I realized it aligned well with my interests and strengths and knew it could be a great path for me to pursue.  

After graduating, I began my career as an HR Technician for the City of Albany, where I gained valuable experience and learned the fundamentals of HR over the course of three years. Ready for my next challenge, I joined DSRSD as a Human Resources Analyst I. I was later reclassified to a Human Resources Analyst II and have now been with the District for four years.   

What is the biggest challenge of your job? 

While sometimes HR is thought of as black and white (simply enforcing written policies, laws, and regulations), the reality is much more complex. HR is an interesting and dynamic field where we often operate in the grey zone, navigating situations that don’t always have clear-cut answers. This often requires trying to find solutions that align with multiple, and sometimes competing, priorities while staying in compliance with laws, policies, and organizational goals. Although the challenges are real, the work is both engaging and rewarding!

What are your favorite hobbies? 

Right now, my favorite hobbies are pickleball and golf. I try to play pickleball a few times a week through a local club, while golf is more of a weekend and vacation activity for me (plus, vacation golf means unlimited mulligans!). Aside from sports, I always look forward to spending quality time with friends and family.
